Federal parliament is heading to a right path: Speaker Sapkota

Kathmandu, Sept 18: Speaker Agni Prasad Sapkota said the federal parliament was largely heading to the right path from the law-making front for the implementation of the Constitution and federalism.    

At a programme ‘legislative openness and democracy fair’ organized here today by National Assembly’s Legislative Management Committee, he said the debate, discussion and activities recently carried out is the subject of study for the globe.    

“Nepal’s Constitution which was promulgated through a rigorous discussion is ambitious, and also special in terms of bestowing rights to the people. Democracy is a system to be manifested in actions, not in speech”, he noted.    

He also highlighted the need to make a solemn vow to elevate the image of the federal parliament. “There is lack of far-sightedness and commitment in the implementation of the constitution. Sincere efforts are must to mend the weaknesses surfaced in performances”.    

The Speaker advocated for the provision that the House of Representatives (HoR) can only dissolve the HoR. “We need to make a serious review of our weaknesses including in the law-making for the effective implementation of the Constitution and federalism”, he added.    

Also speaking on the occasion, National Assembly Chairperson Ganesh Prasad Timilsina also stressed the need of serious review as to what people achieved as an outcome of the implementation of the Constitution and federalism. “How was our efforts in discharging our main responsibility towards law-making, it has to be taken into consideration during review. The efforts made to promote good governance should also be reviewed”.    

LMC chairperson Parshuram Meghi Gurung said the democracy fair was organized to bring together all the key stakeholders to exchange their experience for the advancement of the welfare of the people and the country.
