Kathmandu, Sept 19: Deputy Prime Minister and Minister for Defense, Ishwor Pokhrel, said on Thursday that the constitution could be amended based on the need and relevance. Speaking at a programme, DPM Pokhrel reiterated that relevance was considered for the amendment of the national charter.
He, however, said it was challenging to implement some points, which needs to be discussed thoroughly. "It is difficult to implement everyone's access to health and education which is mentioned as fundamental rights. Present system is not adequate to deliver concrete results on poverty alleviation," DPM Pokhrel reminded.
The DPM expressed worry that the people were yet to realize the justice from the present judicial system. Similarly, the objectives set by the current 15th national plan could not be met with the present constitution, he viewed.
Prosperity to the country could be ensured by making the constitution dynamic, he argued, adding that it was baseless rumour that government was against the constitution amendment.
On the occasion, Minister for Federal Affairs and General Administration, Lalbabu Pandit, viewed that implementation of the constitution had not reached its maturity. "Constitution is made mature with gradual implementation," he said, asserting that the voices against the system were diminishing.
Nepali Congress leader Pradip Giri said it was imperative for all people to implement the constitution which is the best constitution Nepal made so far. "Country's prosperity should be guaranteed with effective implementation of the present constitution," he underscored.
