Kathmandu, Oct. 23: Minister for Communication and Information Technology Parbat Gurung Thursday said the clean feed policy would come into effect compulsorily from October 23.
“On the eve of Dashain festival, the government is going to implement clean feed as provisioned in Section 6 (1) of the Advertisement (Regulation) Act 2019, and this is a happy and proud moment for all of us that we will now be able to watch television programmes without dubbed advertisement in foreign TV channels,” Minister Gurung said.
The law requires the downlink of television channels broadcast from abroad to be advertisement free and they should begin it from October 23, Minister Gurung, who is also the government spokesperson, said while speaking at a press conference organised to make the Cabinet decisions taken on October 20 public.
“All the foreign channels that we watch today on our televisions as provided by our respective cable television operators must broadcast only television programmes without dubbed advertisement,” Minister Gurung said.
For the implementation of the clean feed, the government has also recently made necessary appointment in the Advertisement Board led by Joint Secretary Dilli Ram Sharma as chairman.
The Board is given authority to do regular monitoring for the implementation of the clean feed on televisions, Minister Gurung said.
The Ministry has warned of prohibiting airing of those channels which fail to do so.
The clean feed system allows television signal distributors to replace advertisements in foreign television channels with local advertisements as practised in most of the developed countries.
But in the absence of a clean feed system, foreign television channels appear on Nepali television sets in real time with their original advertisements.
According to Minister Gurung, the government had given one year period to make necessary arrangements, but few weeks ago, some organisations like Indian Broadcaster Forum, Discovery Networks, BBC News and Federation of Nepal Cable Television demanded to extend the deadline of the implementation of the clean feed policy.
Govt. allows to bring foreign workers
The Cabinet meeting has decided to allow laborers and foreign technicians into the country as per the demand of manufacturing companies in Nepal from India and China upon the consent of Ministry of Industry, Commerce and Supplies. After receiving approval from the Ministry, the concerned District Administration Officer can give final nod to bring the workers.
The government has also decided to accept loan assistance of Rs. 24 billion to

be provided by International Development Association of the World Bank.
Also, the Cabinet meeting decided to table ‘Instrument for the amendment to the constitution of the International Labour Organisation 1986 at the Federal Parliament for approval.
The government has also approved Foreign Policy 2020.
Promotions, appointments
Similarly, the Cabinet meeting decided to transfer five Brigadier Generals, including Krishna Murari Neupane and promote three Colonels, including Dipesh Jung Shah.
Likewise, the government appointed Judge of Patan High Court Lohit Chandra Shah as chairman of Military Special Court.
Similarly, the government has appointed Prem Raj Karki as the chairman of the Special Court and Abdul Ajij Muslanman and Nityananda Pandey as members.
Likewise, Binod Sharma, judge of Patan High Court, has been appointed as chairman of Revenue Tribunal Kathmandu, with Satya Mohan Joshi Tharu and Keshab Raj Joshi as members.
