By A Staff Reporter, Kathmandu, Jan.7: Minister for Employment, Labour and Social Security Rameshwar Ray Yadav expressed his commitment to bring 15,000 employers and additional 100,000 contributors in the contribution-based social security scheme within the next three months.

The Minister made this commitment while making public a three-month strategic working plan of the Ministry. He had unveiled his strategic plan to bring employers and contributors into the social security net.

Minister Yadav published his working plans for the next three months by organising a press meet at the Ministry on Tuesday, one and a half months after he assumed his office.

The ministry would operate the apprenticeship training programme in the partnership of private sector to provide employment based skill development training and conduct skill exhibition and competition programmes in the participation of stakeholders involved in the skill development training for the promotion of skill in national level.

 Minister Yadav said that the Ministry would prepare a draft of integrated act for the operation of vocational and skill training.

The Ministry will manage to provide facilities and compensation to the victims or those injured or killed while working overseas from the local levels.

“Accident insurance for the workers deployed for work under the Prime Minister Employment Programmes will be managed,” said Minister Yadav.

Minister Yadav said that the ministry would operate the employment programmes from the local levels under the Prime Minister Employment Programmes to provide jobs to 60,000 unemployed youth ensuring 100 days for the current fiscal year.

The ministry would monitor the employment programmes run from the local levels and conduct study to identify the jobs opportunities in all seven states.

The government has allocated budget of around of Rs. 5.1 billion to run the PMEP programmes in all 753 local units for the current fiscal year. 

The ministry will study of possible techniques to be adopted for making good labour relations and make an environment to take ownership of the jobs.

 As per the working plan, the Ministry has planned to digitalise all documents of Foreign Employment Department and implement the provision to approve re-entry permission from the diplomatic missions abroad.

The Ministry would provide training to additional 10,000 youths in free of cost by the Foreign Employment Board and implement economic and social re-integration programmes targeting the foreign workers returnees.

Similarly, Minister Yadav committed to managing to paythe insurance and welfare fund through the online system and complete the investigation of all institutional complaints which was two years old.

He said that the ministry would upgrade the safe houses runs in the foreign work destinations and also establish the safe houses in remaining countries.
