A Book On Socialist Democracy

Ram Bharos Kapari Bhramar

'Socialism' is an attractive term for public utility and progressive ideals. This scribe who is a student of language, literature, culture, prefers to stay away from political associations has remained ignorant of the power of sweet words.

However, sometimes time suddenly creates an opportunity to enter into a context and there is a desire to know and understand something. And, this scribe's interest on such matters has only grown.
One fine day, I received a study book from a noted political figure.  The weight and décor of the book looked appealing.  I kept it in my collection as I had planned to read it later.  One day, after finding a 43/44 issue (History Issue) of an important magazine 'Pahal' coming out of India, I saw an article about the construction of socialism in Indian society and read it briefly.  It enticed my curiosity on the matter further.  The language of the article regarding socialism made me even more confused and curious too.

I flipped through the dictionary of Nepal Pragya Pratishthan.  I found this to be the political principle that economic inequality in society should be removed, equality should be brought, and that the society should have and equal access to the means of production and consumption. This principle does not allow anyone in society to have sole monopoly on the entire property of the country.
This confused me even more.  Such ideas embedded in the Marxist thought made me want to be clearer, and I was reminded of a book I had received some time ago- Nepalko Sandharva Ma M Samajwadi Loktantra- Socialist Democracy In Nepali Context) that was authored by Upendra Yadav, currently the chairperson of the Janata Samajwadi Party.

Now, I have to read this book.  At least in the context of Nepal, something must have been written about the nature and condition of socialism.  I left all my work behind and started reading the book.  After reading the book, I had understood that perhaps the author must have written about his own contribution to the socialist movement in the context of Nepal.
Usually, a politician's writing is based on his own experiences about his life, the details of a particular event.  But the Yadav's book betrayed my guess.

The author has historically documented the Rana period and subsequent events in Nepal in detail. The book gives a very accurate presentation of the movements that have taken place in Nepal's politics at different times and under different circumstances.  Such movements and programmes included the Democratic Movement of Nepal, Party-less Panchayat System, Student Movement and Referendum, Satyagraha Movement of 1985, Jana Andolan of (1990).

Similarly, comments have been made about the Maoists' armed people's uprising, Jana Andolan-2 and the Interim Constitution of Nepal-063, the historic Madhes movement, Janajati movement, Tharu movement, women's movement, Dalit movement, Muslim-Khas-peasant and labor movement.
Meanwhile, due to the agitation, the Madhesi Janadhikar Forum reached a 22-point agreement with the government on August 30, 2007, but when it was not implemented, the second Madhesi movement culminated in an eight-point agreement in February 2008.

The book also discusses the importance of federalism, equality and the right to identity in the country. The book is divided into two sections.  In the first section, the sequence of events mentioned above is discussed in detail.
In one place in the first section, the author writes- Even after two-and-a half centuries of modern Nepal, ethnic, linguistic, cultural and regional oppression has not ended.  More sadly, the mentality of the ruling class of Nepal has not changed even after the repeated revolutions, insurrections and changes in Nepal (p. 6).  These ideas illustrate the writer's ideas.

The second section provides information on the various ideologies and their implications for social democracy in the present context.  In this section, thoughts and ideas of Karl Marx, Stalin, Leon Trotsky, Bernstein, Rosa Luxembourg, Pt. Rammanohar Lohia and Jai Prakashanarayan have been presented while Ambedkar's views on democracy and socialism, the contribution of Gandhi, Ambedkar and Lohia on the social revolution have also been discussed.

Lohia considered socialism incomplete without democracy.  He considered democracy and socialism to be two sides of the same coin.
In short, while reading leader Yadav's book, I was once again moved by the ideas of socialism. When socialism was in a solid shape, its power, height, seriousness and charm were that of an university, which is very traditionalist, full of national pride, produces knowledge by focusing on colors and races, said the great historian J.D. JBS Haldane, Harman Levy and Hongbain (43/44 Issue, History Issue, p. 338).  Such an effect of socialism!

Now, let's think about Nepal as well.  Author Yadav in his book supports the idea of creating a socialist republic for equality, freedom, prosperity and socio-economic justice by ending federalism and exploitation, oppression and discrimination on the basis of class, caste, gender, which ultimately ensure unity in identity and diversity.
In this book, the author has claimed that the Socialist Forum, Federal SFO, Janata Samajwadi Party is currently fighting and will continue to fight. In the context of Nepal, a list and description of the basic elements of a socialist republic is provied.

I think this is the essence of the whole book.  In the 36-point statement, the first is the institutional development of democratic republican politics, which I think is complete in itself, in order to complete the system of political and economic system without racism and discrimination ( p.36).
The book has become a topic of interest for the readers as it has resembled a document for a series of presentations on the role played by the citizens in making the social order and governance system people-oriented from Nepal's perspective.  It can also be helpful as a reference text for necessary information.
